<p>The awards include a $3.5 million grant over three years to the USC Annenberg / California Endowment Health Journalism Fellowships and a two-year, $640,000 grant to the Metamorphosis Project. The first grant helps build the capacity of reporters to cover complex health and health policy issues, while the second grant is designed to better understand the ways information on health and other issues is shared and disseminated within neighborhoods and communities.</p>
<p>“USC Annenberg is delighted to see our partnership with The California Endowment deepen and expand,” USC Annenberg Dean Ernest J. Wilson III said. “Through our professional development programs and research projects, USC Annenberg is proud to create a more informed and active citizenry and improve health outcomes in local communities.”</p>
<p>“Keeping residents informed and engaged around health is critical in efforts to transform communities into neighborhoods that support and promote health,” said Robert K. Ross, M.D, president and CEO of The Endowment. “Giving the media the tools it needs to connect the dots between complex policy issues and the issues facing neighborhoods and families on the ground is key to supporting meaningful engagement and informed public debate.”</p>
<p>The all-expenses-paid Health Journalism Fellowships – which have provided professional education to more than 350 journalists since 2005 – offer journalists from mainstream and ethnic media across the country a chance to step away from the newsroom for four- to six-day sessions to hone their health reporting skills. In intimate workshops, field trips and discussions, Fellows learn from the country’s most respected health and medical experts, top journalists in the field and each other.</p>
<p>The program will continue specialty tracks, such as a broadcast track tailored to the needs and deadline pressures of television and radio journalists. A national track will encourage collaboration between mainstream and fast-growing ethnic media by awarding a $2,000 stipend to selected journalists who will delve into in-depth projects that leverage the strengths of both partnering media organizations. Fellowships seminars in 2009 will focus on the interconnections between environment, class, race and opportunity and their cumulative impact on community health.</p>
<p>“We are grateful for the visionary leadership and support of The California Endowment,” said Michelle Levander, founding director of The California Endowment Health Journalism Fellowships. “In today’s resource-strapped newsrooms, professional journalism education is more valuable than ever. Our fellows hit the ground running when they return to their news outlets: they are armed with dozens of story ideas, new sources, and strategies for smart, multimedia journalism.”</p>
<p>The new grant also allows the Health Journalism Fellowships to expand in new directions. With the Foundation’s support, the Fellowships will launch a new Web site, reportingonhealth.com, in early 2009, showcasing fellowship projects and offering resources to journalists reporting on community health and health policy issues. The expanded program will also educate some new constituencies, reaching out to editorial leaders and writers for consumer health Web sites and participants in community-based journalism projects.</p>
<p>The grant to The Metamorphosis Project, USC Annenberg’s 10-year program exploring the impact on urban communities of globalization, population diversity and new communication technology, will investigate ways to engage South Los Angeles residents, local media, and community organizations to support healthier communities.</p>
<p>“The members of the Metamorphosis Project research team are thrilled to have the opportunity to put into practice years of Metamorphosis research,” said USC Annenberg communication professor Sandra J. Ball-Rokeach, principal investigator of The Metamorphosis Project. “Our goal is to maximize the effectiveness of California Endowment programs that are designed to strengthen the fabric of diverse communities.”</p>
<p>This multi-method project by Metamorphosis will identify central “networkers” – the community organizations and local media that are already well integrated into the storytelling network and known by residents – and bring them together to increase community capacity. “By increasing the strength of connections between community organizations, local media and the people they serve, the communities’ communication networks will be made more robust and community improvements more secure over time,” Ball-Rokeach said.</p>

The UC Board of Regents meets on November 18 at UC San Francisco and has indicated the possibility of a vote on the proposal at this meeting.</p>
<p>&#8220;The UC system is the premiere network of learning institutions in this country,&#8221; said Ose. &#8220;Its reputation has been built by generations of students who have worked tirelessly in order to be accepted to one of these schools, and now the UC Board of Regents is seeking to tarnish that reputation by lowering the standards for admittance. As a state seeking to emphasize quality of education, we need to reward those students who have a consistent record of excellence before college.&#8221;</p>
<p>The proposal calls for a lowering of the minimum GPA and the elimination of SAT II subject tests. While the goal of this proposal is to increase diversity in the UC system, studies show that the SAT II subject tests actually are crucial factors in helping many minorities gain admittance into UC schools. This is because the tests allow individuals to distinguish themselves from their peers by performing exceptionally well in specific subject areas such as foreign languages, science and math.</p>
<p>&#8220;The college admissions process is intended to be about setting high goals and expectations for one&#8217;s self,&#8221; continued Ose. &#8220;The UC Board of Regents should not approve this &#8216;holistic&#8217; approach to admissions when there are already plenty of eligible applicants and plenty of alternatives to a UC school.&#8221;</p>

The company has also been retained by the Okinawa Institute for Science and Technology (OIST) to help design a new government funded scientific research campus and graduate university. Ken Kornberg, president and founder, made the announcement.</p>
<p>&#8220;Having a presence in Japan opens up many doors for us and further solidifies our international capabilities,&#8221; said Kornberg. &#8220;We&#8217;re also excited to be associated with OIST, which will be Japan&#8217;s only English language graduate research campus.&#8221;</p>
<p>Kornberg is collaborating on the 3,000 researcher, 2,500,000 square feet OIST campus design with Nikken Sekkei, Japan&#8217;s largest architectural/engineering company, and Kuniken, Okinawa&#8217;s largest architecture firm. The Nikken Sekkei, Kornberg Associates, Kuniken joint venture was awarded the project following an international design competition. OIST is located in the central area of Okinawa Prefecture along its western coast and connects to a beachfront area on the coast of the East China Sea. Phase 1, which will accommodate 500 researchers, includes 700,000 square feet of research buildings, a central energy plant and the first portion of the new village which will house half the campus staff.</p>
<p>Laboratory buildings and support facilities will be located on natural ridges leaving sensitive canyon areas undisturbed. These facilities will be accessed from the village by a glazed corridor suspended above a man-made lake with an underground tunnel-shaped gallery leading to an 85-foot high in-ground elevator. Core research facilities at the campus center include a synchrotron, electron microscopes, nuclear magnetic resonance devices, mass spectrometers and a sequencing center. BSL3 labs will also be included (Bio-Safety Level 3; the third level in a system of standards/protocols to maintain safety and contain bio-hazards - BSL-4 is the highest). Research buildings have been planned in a cluster formation, connected by skywalks to further reduce impact on ecologically-sensitive canyon areas. The library, auditorium, and cafeteria will be centrally located in the research campus grounds. The centralized campus layout and underground entry were designed to minimize environmental impact.</p>

Mario Paz is Professor of Civil Engineering at  the University of Louisville, Kentucky. He has been Head of the  Department of Statistics with the Government of Chile, and has  consulted on structural dynamics and earthquake engineering with  numerous government agencies and industrial companies. <p>The security and economic stability of many nations and multinational oil companies are highly dependent on the safe and uninterrupted operation of their oil, gas and chemical facilities. One of the most critical impacts that can occur to these operations are fire and explosions from accidental or political incidents</p>
<p>This publication is intended as a general engineering handbook and reference guideline for those personnel involved with fire and explosion protection aspects of these critical hydrocarbon facilities. Several other reference books are available that provide portions of the necessary information required to evaluate hazards, provide fire protection measures, or determine insurance needs. However, most are not fully complete in mentioning all technical subjects and some have become somewhat technically outdated. They usually tend to be a collection of technical papers or else provide a broad coverage of subjects without much practical applications or details. The main objective of this handbook is provide some background understanding of fire and explosion problems at oil and gas facilities and a general source of reference material for engineers, designers and others facing fire protection issues, that can be practically applied. It should also serve as a reminder for the identification of unexpected hazards at a facility.</p>
<p>Explosion and fire protection engineering, principles for the hydrocarbon industries are still being researched, evolved and expanded, as is the case with most engineering disciplines. This and handbook does not profess to contain all the solutions to fire protection problems associated with hydrocarbon facilities. It does, however, try to shed some insight into the current practices and trends being applied in the petroleum industry today. </p>
<p>This book is generally written from the point of reference of the United States but does attempt to reference other international codes, standards and practices where they have been referenced or heavily used by the international oil industry. It does use SI units as the normal units of measure, to as these are typically used in the international oil industry.</p>
